Who is responsible?
An argument for who should be responsible to ensure the commodity was obtained / produced in an ethical manner? (responsibility here implies accountability)
Options you might consider: Individual consumers? Companies hiring and producing commodities? Governments in the source country (where commodity comes from)? Companies importing products (destination country)? Governments in the country where the product is imported to? An international organization? Someone else?
Note: Once we determine which party / parties are responsible and should be accountable, then we know what kind of policy or law would be required.
